Looks like the buffer stops are right next to the road. This is probably through the fence.

Correct. It was a couple of years ago, but IIRC the sidings go right up to St Phillip's Causeway. [Consults Multimap] Yes, grid ref ST609722, right under the '2' in A4320 on the 1:50,000 OS maps.
